It is widely accepted that metering is a key tool for cutting water consumption. "If you can't measure it, you can't manage it", so the saying goes. It is a standard argument in support of widespread water metering, but it is increasingly recognised that installing water meters is only one part of a demand management strategy. A key issue for the water industry to resolve is whether the current "dumb" meters now being installed in their tens of thousands around the country are up to the job or whether some form of smart metering is essential if measuring consumption is to have an effective role in managing it.
