Universal water metering would allow customers to be charged according to usage, but would that be either desirable or fair?.

The current system for charging domestic users in England and Wales for water supplies is the most socially unjust of any country in the developed world other than Mexico. And while more widespread water metering may enable a fairer system of charging to be introduced, the pricing structure must be more complex than simple " pay by volume" if the most vulnerable groups in society are to be protected. 

Steve Hobson from Utility Week reports on the current system for billing customers and how a more fair system, with potentially more sophisticated tariffs could be put into place.
